BB104 Compliant Modular SEN Buildings — Designed Around Your Students

Every modular SEN classroom PF Modular builds is designed in full accordance with Building Bulletin 104 (BB104) — the Department for Education’s official area guidelines for SEND schools, alternative provision (AP), specially resourced provision (SRP), and designated units. Published in 2015 and superseding the earlier BB104, this guidance sets out the space standards, specialist facility requirements, and accessibility provisions that SEND buildings must meet — and goes significantly further than the mainstream school guidelines set out in BB103.

While BB104 is non-statutory guidance rather than a legal requirement, compliance is a practical necessity: DfE capital funding applications — including the Condition Improvement Fund — typically require demonstrated compliance, and new SEND buildings are expected to meet these standards as a matter of course. What BB104 Requires — and How We Deliver It

One of the most detailed areas of BB104 is hygiene room provision — and for good reason. For non-ambulant special schools and units, BB104 requires one fully equipped hygiene room for every 12 non-ambulant pupil places. Each room must include:

  • A fixed hoist and changing bed
  • An accessible WC and shower
  • A handwash basin
  • Sufficient space for assistants and specialist equipment

How quickly can a new modular SEN classroom be ready?

Significantly faster than traditional construction. Because the building is manufactured off-site while any groundworks are prepared simultaneously on your site, the overall programme is dramatically shorter — typically 50% faster than a conventional build.

Once groundworks are complete and the building is ready, delivery and crane installation usually take one to two working days, with fit-out by electrical, plumbing, and decorating trades taking a further five to seven working days. In many cases, schools have received new SEN accommodation within a single school holiday period — enabling them to open a new provision at the start of the following term.

Our SEN requirements are highly specialist; can a bespoke building still be procured through a framework?

Yes. This is a common misconception about frameworks: being on one doesn’t mean selling from a fixed catalogue. PF Modular holds a place on ESPO Framework 953_26 (Modular Buildings), and buildings supplied through it are specified to your requirements in exactly the same way as any other project, sensory rooms, therapy spaces, hygiene rooms to BB104 ratios, hoisting provision and all. Can a local authority use the framework to commission additional SEND places?

Yes. ESPO is a public sector-owned buying organisation, and its frameworks are open to local authorities, academy trusts, maintained schools and other publicly funded bodies. Because ESPO has already run the competitive tender under the Procurement Act 2023, you can appoint us directly rather than starting a procurement from scratch, which matters when SEND place pressure is measured in terms rather than years.
