Planning Made Simple

Many schools are surprised to learn that a new modular classroom — or even a larger teaching block — may not require full planning permission at all. Thanks to extended Permitted Development Rights for schools introduced in 2021, qualifying projects can proceed without a planning application, saving months and removing significant cost and uncertainty from the process.

How quickly can a new school building be ready?

Significantly faster than you might expect. Because your building is manufactured off-site while groundworks are prepared on your site simultaneously, overall programmes are far shorter than traditional construction. In many cases, schools can have a new modular building ready within weeks of placing an order — making it realistic to have additional space in place before the start of a new term or academic year.

Do your education buildings comply with DfE standards?

Yes. All PF Modular education buildings are designed and built to comply with the full suite of relevant DfE Building Bulletins — including BB93 (acoustics), BB101 (ventilation and air quality) and BB103 (area guidelines). They also comply with all UK Building Regulations, Part M accessibility requirements, fire safety standards and the Equality Act 2010. Every building is issued with an Energy Performance Certificate on completion.

Do I need planning permission for a new school building?

Not necessarily. Schools in England may be able to install a new modular building — including a two-storey teaching block — without a full planning application, thanks to Permitted Development Rights for schools. These rights were significantly extended in April 2021, and qualifying projects can proceed far more quickly and with considerably less cost and uncertainty than a full planning route. Our team will assess your permitted development position as part of our initial consultation and manage any required submissions on your behalf.

Can PF Modular be procured through the ESPO Framework?

Yes. PF Modular is an approved supplier on the ESPO Framework, which means eligible organisations — including local authority schools, academy trusts, colleges and other public sector education bodies — can procure our buildings directly without the need for a separate competitive tender process. Can a modular school building be made to look like our existing buildings?

Absolutely. Modern modular construction bears no resemblance to the prefab huts of previous decades. Exterior finishes can include brick slips, timber cladding, render, metal composite panels and more — many of which are visually indistinguishable from traditional construction. Our design team will work with you to choose finishes and materials that sit cohesively alongside your existing school estate.
