What's the difference between a modular school building and a modular classroom?
It’s mainly a question of scale. A modular classroom is typically a single teaching space or a small extension. A modular school building is a larger structure, a multi-classroom teaching block, a two-storey building, or a facility combining classrooms with toilets, offices, corridors and circulation space. Both are manufactured off-site in the same factory-controlled conditions and to the same standards; the difference is the size and complexity of what you end up with. Can modular school buildings be two storeys or more?
Yes. Multi-storey modular school buildings are entirely standard, and a two-storey teaching block is one of the most efficient ways to add significant capacity where site space is tight. Two-storey buildings may still qualify under Permitted Development Rights for schools, because the rules are based on the footprint the building occupies rather than total internal floor area, so a two-storey block can add substantially more teaching space for the same ground coverage.
How long does it take to install a modular school building?
Far less time than traditional construction. Because your building is manufactured in the factory while groundworks are carried out on your site at the same time, the overall programme runs in parallel rather than end-to-end. Crane installation on site is typically measured in days, with fit-out following shortly after. For many schools, this makes it realistic to have a new building handed over during a summer holiday, compared with the 12–18 months a traditional build of the same size might take.
Do your modular school buildings meet DfE standards?
Yes. Every PF Modular education building is designed and built to comply with the full suite of relevant DfE Building Bulletins, BB93 (acoustic design), BB101 (ventilation and indoor air quality), BB103 (area guidelines for mainstream schools) and BB104 (area guidelines for SEND and alternative provision). They also meet UK Building Regulations in full, including fire safety and accessibility under Part M and the Equality Act 2010, and every building comes with an Energy Performance Certificate.
Can we buy a modular school building through the ESPO framework?
Yes. PF Modular is an approved supplier on ESPO Framework 953_26 (Modular Buildings), appointed under both Lot 1A (hire of education modular buildings) and Lot 1B (purchase of education modular buildings). The framework covers everything from single and double classrooms to laboratories, nurseries, staff rooms, sports halls and larger teaching blocks. The framework runs from 23 April 2026 to 22 April 2028, with the option to extend to 22 April 2030, and purchases under Lot 1B carry a minimum five-year warranty. You’ll find us listed as Portable Facilities (UK) Ltd t/a PF Modular.
Does buying through ESPO mean we don't need to run our own tender?
Correct. ESPO Framework 953_26 was procured under the Procurement Act 2023, so the competitive tender exercise has already been carried out on your behalf. Any publicly funded school, academy trust or local authority can call off from it directly, without running a separate full tender, saving months of procurement time and giving you confidence that the route to market is compliant. You’ll still follow your own trust or local authority’s internal financial authorisation process, but the heavy lifting is done. Read more about our ESPO framework supplier status.
