What are modular buildings?

Modular buildings are prefabricated structures made up of individual sections called ‘modules’ that are manufactured off-site in a controlled factory environment before being transported to site and assembled. Each module arrives as a substantially complete unit, with walls, floors, ceilings, windows, doors and internal finishes already in place. On site, the modules are craned onto pre-built foundations and joined together to form the finished building.

Unlike traditional construction, where everything is built from the ground up on location, modular construction separates the manufacturing process from the site work. This means build programmes are significantly shorter, weather delays are minimised, and quality is more consistently controlled.

What are modular buildings made of?

PF Modular’s buildings are constructed around a full steel frame, with insulated profiled steel roofs and composite wall cladding systems. Internal and external finishes can include architectural claddings, timber, brick, stone or plaster-rendered walls. All materials are sourced to meet current UK building regulations, including Part L2 energy efficiency requirements.

Are modular buildings cheaper than traditional construction?

In most cases, yes. Modular buildings are typically more cost-effective than traditionally built structures. Because modules are manufactured off-site in a controlled factory environment, labour costs are lower, material waste is reduced, and build programmes are significantly shorter. You also avoid many of the delays and cost overruns common with on-site construction. PF Modular also offers used and refurbished modular buildings for even greater savings.

Do modular buildings need planning permission?

Yes, any modular building intended to remain on site for more than 28 days requires planning permission, regardless of size. This applies to both permanent and temporary structures. PF Modular can submit and manage your planning application as part of our full turnkey service. Note that schools may benefit from Permitted Development Rights, which can simplify the process for educational establishments.

What is the lifespan of a modular building?

A well-maintained modular building can last 25–50 years or more — comparable to many traditionally constructed buildings. Because the steel frame is the core structural component, it is highly durable and resistant to movement over time. PF Modular’s buildings are built to current UK building regulations and use high-quality fixtures and fittings designed for longevity, with individual manufacturer warranties on materials.

What is the 4 year rule, and does it apply to modular buildings?

The “4-year rule” (now updated to 10 years under the Levelling-up and Regeneration Act 2024) historically allowed certain structures to gain lawful use certificates if they had stood undisturbed for four years without enforcement action. However, PF Modular strongly recommends obtaining full planning permission before installation, as relying on enforcement time limits is not a reliable or advisable approach. We can manage the full planning process on your behalf.
